How do mix ranunculus bulbs or Tulips bulbs look like?

I order a pack of mixed ranunculus and they look dead or dried. Are these dead bulbs?
They look so dry! There is no green sign of life on it like regular bulbs.
*The tulips are coming in September.
I planted them already once I got them today! Is that ok? Its raining outside so I took advantage of the weather.
