well if its herbs for ‘baking’ look up hydroponics, otherwise get uv lights and and a simple ‘sweating hose’ for irrigation, either way, just look up hydroponics, its good for both

Easy, first you get yourself some good lights (HID preferably). Then you find a good space to use that you can make totally dark when needed. Get all the supplies you need pots, soil, fertilizer, fans, etc. Find out what type of light periods you need to get your herb to produce high yields (usually 24/7, or 18/6 for veging and 12 on / 12 off for flowering). Now germinate your seeds, assemble your room, and GET GROWING.
I bought an old African violet set up from a garage sale with planter tiers and a central light .Planted it with herbs and they are thriving.
